PC USB prob update... Help?

I downloaded the drivers and updated SW for the Saitek "Rumble Force" USB controller I own. Now the problem still remains. I insert the USB for the gamepad, and automatic restart! No guessin', no complainin', it's rebooting. The driver updates say to insert the controller in question, but this reboots the PC! I can't update the drivers for my pad, until I can attach it w/o rebooting the PC. It's a circle that won't break!!! Any other ideas?
