Can someone tell me the proper way to configure an L-Pad (either an actual rotary or hard-wired resister-based one) for a 4 Ohm tweeter, and have it appear as an 8 Ohm load?

But there are two simple solutions. If you have an extra 6 dB of tweeter sensitivity, you can add a 4 ohm resistor in series with the tweeter and use the 8 ohm L-pad like normal.
BTW there was a thread about this and there was concern over the power rating of the L-pad. The second "big hammer" approach is to wire two 8 ohm L-pads in parallel. That makes it a 4 ohm L-Pad with the original voltage rating.
