It depends on exactly WHAT you're crossing over (and that's based on its impedance curve, NOT just being an "8 ohm" tweeter, or whatnot).
I gave you 3 examples below (planar/ribbon, 3" cone, and dome) and I think at 1.4uF they'd ALL cross lower than 12k. More like 8k to 6k? - it depends.
