Does anyone know what impedance the woofer is on this model ? It's the H-CD12

Should be 8 ohm. A friend of mine has a pair of those and its a very bare bones design. A foam surround repair kit would be the best option, if they're toast I would recommend our Dayton Classic 12".

FYI Matt your link for the foam repair kit isn't working. One day I'm going to get to work on some old Utah Heritage speakers my dad has and I thought I'd see how much refoaming would cost.
