Default Having trouble measuring C-core inductors

Hi all- I have 2 LCR meters in which I measure all my parts. I keep them calibrated and keep "reference parts" of known value to periodicaly spot check the meters. One is a $50 Tenma and the other a $170 BK. I've never had a problem, what the meter says is very close to the advertised value, except for these new JANTZEN C-Core toroid inductors. One that is supposed to be 1.5mh reads 1.1mh. The two 3.3mh read around 3mh. Please help. Tell me what I'm doing wrong.

It's a conspiracy against DIY'ers. The manufucturers are making up lost profits in copper on giving bogus numbers. It's just like the happy gas they spray us with to keep the minions at bay
