How hard is it to cut off the whizzer cones and install phase plugs?

    Mr. Mongo must be out.
Anyway I'll take a stab at it.

Cutting is always a bit dangerous, if you deform the voice coil/former you will cause problems. Once you cause damage it might be permanent. I've even cut myself, using an X-ACTO to cut dust caps off. And if you cut too deep you might even end up cutting into the voice coil wire.
Best to try and peel off the whizzer. Make a few slices into the whizzer then start at one side and tear it off gently all the way around.

How do you plan on installing the phase plug? With glue or screw?
Screw is neater, stronger. Glue is sloppy and could run down into the gap if you aren't extremely careful. Epoxy or super glue is probably best.
