This is not mine, I have never used it, etc.

I'm told that this will allow me to increase a certain Hz range, while decreasing others around it. Is that correct?

But please identify, what is it / what would this be called?

A band-pass filter is a device that passes frequencies within a certain range and rejects (attenuates) frequencies outside that range.
