I guess I have no problem with felt rings. But due to the terms of the rules listed above two and a half ways are not allowed, and correct.

Felt rings do not act as a waveguide, but do affect diffraction and possibly off-axis response. Is something like this okay? (Not sure I'd do it, but just asking.)

That is also what I would gather from Minor Rule #1:
    - 2-way passive designs only

From what I understand, MTM are allowed but 2.5s are NOT!

Thanks for the reply. I will probably do PRs but just trying to think of everything. I can get extension, my problem is sensitivity. The trade-offs are real!

Yes, per post 38 - GROSS internal is what you start with, which hast to be 1.5 ft3 or less. Ports, driver displacement, bracing, etc. will reduce that to NET internal, which is what your woofer and box modelling cares about.

Well, you can be anywhere LESS than 1.5 ft3 gross if you want. The larger drivers will push a lot of designs up to this limit, but a 1.5 ft3 stand mount speaker is pretty darn bit. I'm trying to figure out how to go smaller but I'm giving up valuable low-end extension if I do. ugh...stupid trade-offs.

Edit: It does NOT have to be a stand mount, but that is what I'm trying to do so it makes it more difficult. A 1.5 ft3 tower is pretty easy.

Since there is no price limit, all forms of box are allowed without price additions, but normally/other years PRs would involve price inclusion. 9.5 is between 8 and 12, so that is fine.

    Perhaps obvious questions:
    1. Sealed, ported, passive radiators, etc., all ok?
    2. Woofer size is 8 to 12, or must be marketed at 8, 10, or 12 inches? Eg is the Satori WO24P in or out? (Marketed as 9 1/2”)
    thanks!

I don't care if the woofer has one, or is a widebander. I do not want either in the tweeter.

What about a low freq driver with a whizzer cone? It seems to me that the whizzer is kind of a midrange, but I thought I'd ask.

Is the 1.5 cubic foot limit internal gross?

Speaking of the B102, Frank Bruno aka HamHeadBass in NY is closing up shop and selling off the inventory of his custom version thereof, aka the FB-10, which he claims has extended highs and lows, although his fs and sensitivity are higher. $80 versus $130 for the B102 at P-E. I have no idea how glorious the 2nd order harmonic distortion will be though.
