    It sounds like you might have wired all the fixtures in series. Is that correct?

    If they each have their own ballast, they should be connected in parallel. That way there is no voltage drop.

    Are these the mini T5 fixtures that can be daisy chained or did you hardwire the fixtures yourself?

      On eBay I've had good luck getting relays with adjustable time delay that work on 120 VAC and can switch 15 amps. Prices have been around [email protected] Porter Brumfield brand name comes to mind. . .
