You have applied a lot of paint in a short time. It's quite possible there are enough trapped solvents that when masked the still evaporating solvents were concentrated near the surface by the masking paper. This could cause a slight softening and make the paper stick, especially if any pressure was applied to the surface.
Film thickness plays a big role in dry times. A heavy coat will take considerably longer to dry than multiple thin coats of the same ultimate thickness.
How much dry time did the paint have prior to masking?
Can you describe your exact mix of paint and primer?
