The felt should sit on the face of the baffle, so it would be proud of the tweeter face plate by whatever thickness it is....

I would use the Peerless DX25BG60-04 which is on sale in Madison Wisconsin. The SB26STCN is a very nice sounding tweeter but exceeds your $30 budget...

Don't use any felt that is less than 1/2" thick if you want to reduce diffraction. I buy mine from McMaster-Carr.

That's a pretty slick approach to provide six unique tonal balance settings. I would imagine that auto-transformer is not overly large.
